I have run into this type of an EVP before. I rack my brain all the time trying to figure out the purpose of this response.
I by no means have any authority on really anything paranormal, but I have experiences. In my very limited opinion, I think that it is a woman's voice.

The Truth, (yes, there is definitely a woman speaking clearly)

The beginning of the tape has two people talking over top of each other, then the female voice says "....our own imagination's ego...." and another word, "care" or "here," I'm not sure. If this recording was made in a radio station, it is far more likely that the tape itself had been used before, possibly multiple times.
The man's voice speaks just a few words, stops, starts, stops, etc. It doesn't really help. (I used to work in a recording studio.)

I've heard some authorities state that only new, unopened packages of audio tape should be used, and then only one time. If you can't prove the tape is new to yourself, and the question will come up, then others may scoff at your efforts, results and methodology. They are also notorious for wanting to "duplicate the experiment, and get the same results."

Making a mistake is human.
To expect perfection is absurd..., we are only human.

I just finished reading an old reply by myself. Man, my memory is failing me in a big way.

I worked at a facility that made daily use of many walkie talkies. They had quite an operation for maintaining all the chargers and radios. They would calibrate their walkie talkies in a special type of room. Inside of all the walls, ceiling and floor there was a sort of "net." It would look like a grid of intersecting copper wires. This "net" would prevent outside RF interference. So the only radio signals doing anything were generated within this special room.

It would be impressive to say the least if someone recorded an EVP in this type of room. The signals could only be generated within the room. Not even a chance of a stray signal getting in.

Something else I recall. I recall watching a program on TV where there was an entire TV crew interviewing a particular woman. Apparently she had been making recordings for years. In some cases you could clearly hear her talking, asking questions and occassionaly getting direct, intelligent responses. She made specific statements about getting some very threatening messages. She also mentioned that these threats were directed at her personally.

She ended the interview by showing that something like one in twelve responses were very negative and/or threatening.

I'd say pack my bags, I think I've heard enough.
